This report is the deliverable 3.1 of USEPE, where the USEPE Concept of Operations Outline is elaborated, based on the stakeholder needs and requirements gathered, to identify the potential design concepts that meet the needs and requirements. These design concepts are evaluated and a selection is made to further elaborate the uses cases and operational scenarios that will serve as input for the design concept development in WP4, which will be simulated and validated in WP5.
